Broad Based Black Economic Empowerment Transformation
Background
This serves to set out the Broad Based Black Economic Empowerment Transformation Strategy of BB Transport Pty Ltd and to highlight the elements that will be focused on to enhancement this Generic Enterprise to an ideal Level 3 for the current financial period ending February 2020.
Preferential Procurement
Within the construction and earth moving environment Preferential Procurement is an area that requires an intense focus to enhance the Broad-Based Levels of major role players within the industry.
BB Transport Pty Ltd would like to be on the fore front of this change by implementing strict internal procurement policies and providing assistance to those suppliers who are unsure of the transformation process and guidelines.
For this measured period an overall target of 69.44% of recognised levels of suppliers as a % of Total Measured Procurement Spend is anticipated, but as the internal policy changes are affected this percentage of compliance would increase over a period of time. A further emphasis would be on including suppliers that have a direct black shareholding of more than 51% and 30% black woman ownership.
The improvement on BB Transports value chain would be realised through the Supplier Development Programmes that will amount to a strategy endowment of R115 520.00. This strategy is further sustained by the focus of job-creation within the sector and that of its suppliers.
An overall targeted score for Preferential Procurement within the measured period is 30.29 points.
Skills Development
BB Transport Pty Ltd believes that Skills Development plays a crucial role within the transformation agenda of the organisation as well as the National Agenda.
To align the organisation’s goals to that of the transformation goals of the Country, a total investment within Skills Development on Black employed and unemployed people is envisioned to be around R782 026.00 of which R60 000.00 will be on disabled designed staff.
A total number of 3 A, B, C and D category training programmes will be implemented over the measured period for Black people with a 100% absorption rate as target. This not only speaks to the heart of development, but also to ensure job creation as a result of the development investment.
Management Control
The enhancements on Management Control is part of the long-term Human Resources, Recruitment and Succession planning strategy.
This includes actions of identifying potential staff that can be fast-tract in terms of career growth, through mentoring and coaching and management development programs.
The overall anticipated score that BB Transport Pty Ltd will be achieving on the Management Control element at the end of the implementation of the current transformation strategy would be around 9.47 points.
Ownership
The strategy within BB Transport Pty Ltd would be to remain at least a 61.89% Black Owned organization with an increase to 30.95% Black Woman Ownership.
This 61.89% also includes the Black New Entrant element and together brings the Ownership score, based on the Construction Score card for Generic enterprises, to a total of 28 points. This further permit compliance to the Nett Equity Value of this element.
Current B-BEE Status
Currently BB Transport Pty Ltd is a Generic Level 4 enterprise with 64.39% Black Ownership and 29.05% Black Woman Ownership. This provides them with a 100% BEE
Procurement Recognition level that will not only add to their client’s overall Preferential Procurement points, but also add value to their bonus points within this section.
Social and Labour Plan
BB`s goal within its core business is to uplift and develop the local communities within its working areas. BB aims to leave behind a legacy where we are investing in sustainable skills development, local employment and uplifting local SMME’s, which will be carried over to the future generations within the community.
According to research done by the University of Wits the purpose of a Social and Labour Plan is as follows: “Social and Labour plans are just one of the ways our parliament is trying to address South Africa’s long history of inequality in the mining sector. The Mineral and Petroleum Resources Development Act (or MPRDA) says that the mineral resources of the country are the common heritage of all who live here. The state’s role is to oversee how these resources are used and make sure that this benefits everyone. This means that it is up to the state, especially the Department of Mineral Resources, to manage mining rights.”
